Financial Performance

The assessment of the financial performance is based on the recognition that the financial health of an air carrier and safety may be linked. For this reason, each Member State of the European Union should conduct rigorous monitoring of the financial health of air carriers in accordance with Regulation (EC) 1008/2008.

Tasks

Assessment of the financial performance of air carriers:

For granting an operating licence [Art.5, Annex I point 1]

  • With aircraft of 10 or more tonnes MTOM and/or 20 or more seats. [Paragraph (1) + (2)]
  • With aircraft of less than 10 tonnes MTOM and/or less than 20 seats. [Paragraph (3)].

In the event of a change or addition to the operating licence [Art. 8, Annex I point 2].

  • In the event of a substantial change in the scale of operators activity.
  • In the event of a substantial change in the type or number of aircraft used.
  • In the event of a change in the legal circumstances, in particular in the case of mergers or acquisitions.

 Monitoring of the continued validity of an operating licence [Art. 8, Art. 9, Annex I, point 3].

  • Of air carriers operating aircraft with 10 or more tonnes MTOM and/or 20 or more seats or whose turnover exceeds € 3 million per year [Art. 8 (4) and Art. 9 and Annex I, point 3].
  • Of air carriers operating aircraft with less than 10 tonnes MTOM and/or less than 20 seats. [Art. 8 (8) and Art. 9]
  • In the event of a simple change of the number of aircraft used or in the type of aircraft.
