Development and approval process for maintenance programmes for non-commercially operated aircraft in Germany
Legal basis: Regulation (EU) 1321/2014, last amendment by Regulation (EU) 2018/1142.
The following options apply to private operators (both natural persons and legal entities) with an aeroplane registered within the Federal Republic of Germany.
Note: the term “operator” used in this context does not mean an air carrier licenced in accordance with Regulation (EC) 1008/2008, but any natural persons operating an aeroplane on a leisure basis (non-profit). This includes groups of natural persons and non-profit associations or flying sports clubs.

There are 2 options to develop an AMP. Both options are equal and the operator may chose as desired.
The “simplified“ AMP does not contain any intervals for maintenance tasks (exceptions for STCs). This AMP can be based on the Minimum Inspection Programme (MIP, M.A.302 lit. i) for ELA 1 aircraft if the owner does not want to comply with the recommendations of the type certificate holders. Repetitive Airworthiness Directives, Airworthiness limitations and specific instructions stated in the TCDS must be complied with, though. Additionally, other recommendations issued by the TC holder in Service Bulletins, Service Letter, etc. must be identified in the AMP, deviations from the recommendations are possible.
The MIP may be customized, but must not be less restrictive than the published MIP.
Note: the aim of the MIP is to ensure a minimum level of safety if the maintenance instructions by the TC holder are poor and go below the MIP requirements (mainly applies to older aircraft). Using the MIP as a basis for the AMP is possible for other aircraft, but it is not advisable to do so.
The “enhanced” AMP contains specific tasks and their associated intervals for the airframe, engine, propeller and components, as applicable. All recommended TBOs should be included. The operator may propose alternative maintenance tasks which need to be approved directly be the LBA.
The enhanced AMP is mandatory for operators of complex motor-powered aircraft, but may be used for all kind of aeroplanes.
With regulation (EU) 2015/1088, the EASA creates the possibility to self-declare an AMP for ELA 1 aeroplanes (this includes all sailplanes, powered sailplanes, all touring motor gliders and “small“ E-Class aircraft) (M.A.302(h) No.4). By signing the self-declaration the operator declares that this is the AMP for the particular aircraft registration and he/she declares to be fully responsible for its content and, in particular, for any deviations introduced as regards of the Design Approval Holder (“manufacturer”) recommendations (this includes TBOs, SIDs, or similar). The AMP shall not be less restrictive than the MIP. This template conforms to AMC M.A.302(e).
Self-declarations must not be submitted to the LBA (Referat T5).
Note: desired deviations from the TC holder’s recommendations (TBO, SID, …) must include alternative inspections to be approved by the authority.
Additionally, all operators of non-complex motor-powered aircraft, including sailplanes, powered sailplanes and touring motor gliders operated non-commercially, can obtain an approval for their AMP via the LBA or by signing a “restricted” or “complete” CAMO contract.

AMPs submitted to the LBA must include a fully completed and signed application for approval.
Note: CAMOs not approved by the LBA shall not approve an AMP indirectly; only direct approval via the LBA is permitted. Please use the application form if a CAMO manages the continuing airworthiness.
For complex motor-powered aircraft operated non-commercially, the operator must contract the tasks associated with continuing airworthiness to a CAMO.
Annex I Aeroplanes
The instructions for continuing airworthiness provided by the type certificate holder are the approved AMP (§ 12 Abs. 3 LuftGerPV). Deviations from the instructions can be self-declared for Annex I aeroplanes complying with ELA 1 requirements and are taken as approved. For all other Annex I aeroplanes the deviations must be approved by the LBA (NfL 2-81-14).
Complex motor-powered aircraft
Operators of complex motor-powered aircraft not used in commercial operations must contract a CAMO for the tasks associated with continued airworthiness.
The AMP shall be conforming to Appendix I to AMC M.A.302 and M.B.301(b).
Commercially operated aircraft
For commercially operated aircraft, the operator must contract the tasks associated with continuing airworthiness to a CAMO.
Informing the LBA that a continuing airworthiness management contract is denounced
Operators and CAMOs not approved by the LBA may report the denouncement to email@example.com. Fill the form for reporting.
Note: With the effectivity of the denouncement, the AMP loses its validity. The owner / operator has to take care of a new AMP.
