Procedure of Approval for Air Carrier Security Programmes

1. Air Carriers with Headquarters located in Germany

The air carrier security programme is a requirement for issuing the approval of operating flights to and from Germany. In the process of applying for the permit of flight operation you will be asked to submit an air carrier security programme to the Department S 5 of the Luftfahrt-Bundesamt for approval.

Since the procedure of approval of Air Carrier Security Programmes will take quite some time, the documents should be filed ahead of any scheduled flight to or from Germany.

Please note, that the process of approving your security programme will not be initiated until the required prepayment of the fee due for the permission of flight operations was paid to department B 1.

2.   Air Carriers from Non – EEA Member States

The air carrier security programme is a mandatory condition for the issue of permissions of operating flights to and from Germany. For the purpose of supporting air carriers from Non – EEA Member States, the Luftfahrt-Bundesamt provides an example for air carrier security programmes as well as other helpful documents. Please, submit the form to the Luftfahrt-Bundesamt under the address shown above.

It is important that you include the form “Declaration of Air Carrier” with your application, since you are required to name a authorized person or company in Germany for future mail exchange.

Your air carrier security programme should be filed with the Luftfahrt-Bundesamt at least four weeks in advance of the first scheduled entry into German air space.

3.   Air Carriers from EEA–Member States

For air carriers of EEA – Member States, the request for an air carrier security programme may be waived, if a statement of the appropriate civil aviation authority of their home countries are presented, stating that the air carrier’s security programmes filed with these authorities are in accordance with Regulation (EU) No. 300/2008 and therefore were validated.

4.   General Information

The approval of an air carrier security programme constitutes an administrative act, that is subject to a fee. The air carrier security programme has to be submitted either in English or German language.
