Information about the submission of a recommendation

Information about the submission of a recommendation to the authority by an organization not approved by the LBA

Legal basis: Regulation (EU) No 1321/2014, M.A.901 and M.A.904.

Concerning all questions regarding the submission of recommendations by organizations (CAMOs, CAOs and MOs) approved by the LBA, please contact your point of contact at the department T5 in Braunschweig respectively the departments T7 or T9 at the LBA regional office responsible for your organization.
Recommendations for aircraft operated by German commercial aircraft operators (also for aircraft with transfer of surveillance reponsibilities) are processed by the technical auditor of the aircraft operator's CAMO.

Submission of recommendations to the authority

The following documents should be included in the submission of a recommendation:

• Recommendation to the authority to issue an ARC
• The consent of the owner or lessee of the aircraft, that the ARC should be renewed
• Information on the organization or on the owner
• Location where the review was performed
• Information on the aircraft (registration, type, serial number, engine(s), propeller, total flying hours and flight cycles, as appropriate)
• Information on the flight manual and the revision status
• Number of the AMP approved by the LBA, their date of issuance and revision
• A statement confirming that the aircraft in its current configuration complies with the following:

o All known defects are corrected or deferred according to the approved documents
o All applicable airworthiness directives are properly registered. They have to be performed or marked with the due date.
o All modifications and repairs of the aircraft, engine, propeller and the components are documented and released according to approved Part-21 documentation
o All installed life-limited parts are known, documented and have not exceeded their life-time
o The maintenance was released according to Part-M
o The current weight and balance reports valid and reflects to current configuration of the aircraft
o The aircraft complies with the latest revision of the EASA approved type certificate data sheets

• A copy the aircraft noise certificate according to subpart I of annex I “Part-21” of Regulation (EU) No 748/2012
• A copy of report of the physical survey of the aircraft
• A copy of the airworthiness review report
• A copy of the EASA Form 14, if appropriate
• A copy of the EASA Form 4 of the airworthiness review staff, if appropriate
• A copy of the approval documents for European Light Aircraft (ELA), if appropriate

We suggest using the form sheet published by the LBA to ensure that your submission contains all necessary documents.
