Occurrence Reporting

This includes also aircraft incidents or abnormal damages, that may be incurred by operating in a volcanic ash contaminated airspace. More information can be found in Nachrichten für Luftfahrer NfL 2-332-17.

1. Accidents and serious incidents

Accidents and serious incidents (definitions according to § 2 Flugunfalluntersuchungsgesetz (Act relating to the investigation of accidents and incidents in civil aviation) have to be reported to the German Federal Bureau of Aircraft Accident Investigation (BFU). The legal basis for this is § 7 LuftVO in connection with Regulation (EU) No 996/2010.

2. Operational occurrence reports

In accordance with ORO.GEN.160 air carriers operating according to Commission Regulation (EU) No 965/2012 are obliged to report specific occurrences to the Luftfahrt-Bundesamt. These reports have to be carried out within 72 hours from the date the occurrence was detected.

3. Technical occurrence reporting

Technical occurrences have to be reported to the Luftfahrt-Bundesamt for all German registered aircraft, helicopters, powered sailplanes, sailplanes, balloons and airships. Technical occurrences are all occurrences, incidents and accidents due to a technical defect detected on an aircraft, in particular conditions detected on an aircraft or a component that could seriously endanger/that seriously endangered flight safety.

4. Occurrence reports on safety-related occurrences

We would like to draw your attention to the Regulation (EU) No 376/2014 of the European Parliament and of the Council of 3 April 2014 on the reporting, analysis and follow-up of occurrences in civil aviation, amending Regulation (EU) No 996/2010 of the European Parliament and of the Council and repealing Directive 2003/42/EC of the European Parliament and of the Council and Commission Regulations (EC) No 1321/2007 and (EC) No 1330/2007 (with EEA relevance).

5. Further reports of occurrences

A mandatory reporting of occurrences may result from other regulations with reference to special kinds of approval.
