With effect from 27.07.2015 the Commission Regulation (EU) 2015/1088 of 3 July 2015 amending Regulation (EU) No 1321/2014 as regards maintenance procedures for general aviation aircraft enters into force.
Annex III of the regulation contains a new edition of certificates for Annex IV (Part-147) of the Commission Regulation (EU) No 1321/2014. (For example basic training courses or type training courses). Following entry into force of the regulation on 27.07.2015 certificates are to be issued in accordance with these new samples. By virtue of the exemption in Article 1 (3) (c), organisations may continue to issue certificates up to 31.12.2015 as laid down in Regulation (EU) No 1321/2014.
Documentation of practical experience, LBA Form 19.K
According to 66.A.30 c) the documented experience “shall be practical and involve a representative cross section of maintenance tasks on aircraft”.
The competent authority is required by 66.B100 a) to verify the application for the issue of an aircraft maintenance licence. With immediate effect, a practical logbook or other appropriate evidence documenting the practical experience is to be submitted in addition to LBA Form 19.K on application for an aircraft maintenance licence.
The practical logbook or other documentation of practical experience is to be submitted on application for the initial issue or extension of an aircraft maintenance licence. Applications without such documentation will not be processed.
Credit courses can only be approved as basic training courses as defined in Part-147 when commencement occurred prior to 31.07.2014.
Credit courses beginning after 31.07.2014 no longer permit a reduction of the required practical experience in accordance with 66.A.30 A9 1.iii) or iii).
In order to release maintenance work on aircraft complying with Regulation (EC) No 216/2008, a licence for certifying staff in accordance with Annex III of Commission Regulation (EU) No 1321/2014 (Part-66) is required. An exception is pilot-owner maintenance conducted in accordance with M.A.803 of Annex I Commission Regulation (EU) No 1321/2014 of 26 November 2014 (Part-M).
At present, there are licences for the certifying staff in accordance with Part-66 for the following aircraft:

the relevant regulations of each member state are, in accordance with Commission Regulation (EU) No 1321/2014 article 5, paragraph 6, applicable prior to entry into force of other requirements for certifying staff. This means that inspectors of aeronautical products, classes 3 and 4, may release these aeronautical products until further notice.

Please pay attention to the fact that applications (LBA form 19.1) must be submitted completely and with enclosures otherwise they cannot be processed. Please consult LBA Form 19.1 regarding the necessary enclosures.
In accordance with Part-66 (66.A.10f), incompletely submitted applications will be rejected.

This is an example of a logbook to document practical experience required for the application of a Part-66 aircraft maintenance licence.
The use of this example is not compulsory. The applicant may draw up an individual logbook. The content and layout of the example shall be recognisable in the individual logbook.
