Occurence Reporting
Due to German and European legislation various groups of persons have the obligation to report about every occurence with or on aircraft. This includes also aircraft incidents or abnormal damages, that may be incurred by operating in a volcanic ash contaminated airspace. More information can be found in Nachrichten für Luftfahrer NfL II 61/10.
1. Accidents and serious incidents
Accidents and serious incidents (definitions according to § 2 Flugunfalluntersuchungsgesetz (law governing aircraft accident investigation)) have to be reported to the German Federal Bureau of Aircraft Accident Investigation (BFU). The legal basis for this is § 5 LuftVO.

2. Operational occurence reports
In accordance with OPS 1.420 and JAR-OPS 3.420, air carriers co-operating according to OPS 1 and JAR-OPS 3 German are obliged to report specific occurrences to the Luftfahrt-Bundesamt. These reports have to be carried out within 72 hours from the date the occurrence was detected.

3. Technical occurence reports
Technical occurrences have to be reported to the Luftfahrt-Bundesamt for all German registered aircraft, helicopters, powered sailplanes, sailplanes, balloons and airships. Technical occurrences are all occurrences, incidents and accidents due to a technical defect detected on an aircraft, in particular conditions detected on an aircraft or a component that could seriously endanger/that seriously endangered flight safety.

4. Occurence reports on safety-related occurences
Furthermore, safety-related occurrences have to be reported to the Luftfahrt-Bundesamt. Legal basis is § 5b LuftVO. Mandatory reporting has only to be performed as long as there is no mandatory reporting required according to b) or c).
